2/19/08:
Of a regularly scheduled Westfield Board of Education meeting held Feb. 12, 2008
By Superintendent Margaret Dolan
CHALLENGES FOR THE 2008-09 BUDGET
Nationwide, approximately 44 percent of school budgets are funded through state aid. In Westfield, only 6 percent of our school budget revenue comes from state aid. Some of the key challenges for the Administration and Board in constructing the 2008-09 budget have resulted from decisions by the State, including:
- Limiting our state aid increase to $99,000, while at the same time,
- Inflicting the cost of pension contributions on the district, due to a shortfall in the state’s pension program. This transfer of pension obligation from the state to the local district equates to an increase of close to $500,000 in the district’s budget next year.
- Mandating that our reserve balance cannot exceed two percent. In the past, school districts depended on these reserves when opening a new school, responding to major repairs and other unexpected costs, and drawing upon them to reduce budget tax increases for residents.
While we are still in the process of constructing the budget for 2008-09, we are required under new guidelines from the state to submit paperwork to the Executive County Superintendent by this Friday, Feb. 15. The Board has approved that we submit applications, in the event we need them, for the following costs:
· Pension costs required by the state (applying for $488,200 adjustment)
· Non-recurring revenue due to state cap on budget reserve (applying for $973,889 adjustment)
· Opening a new school (applying for $466,448 adjustment)
The budget we are submitting on Feb. 15 will not be final by any means, since we are still looking for ways to cut costs. Some of our cost containment efforts thus far include:
- School and department budgets held to 2007-08 levels or decreased
- Staffing held to 2007-08 levels
- Energy Conservation Program keeping energy costs flat for 2008-09
- Health Insurance carrier changed to limit increase
- Settlement with Teachers Association held below county and state averages
The Board of Education will reconvene in two weeks on Tuesday, February 26, and continue discussions on the budget. The public hearing on the budget will take place on WEDNESDAY, March 19 at 8:00 PM at Edison Intermediate School’s auditorium. Public vote on the budget will take place during the School Election on Tuesday, April 15, from 7 AM – 9 PM.
CURRICULUM
We have received many e-mails regarding a renewed interest by parents for the High School to offer a classroom-based driver training course. The last time the course was offered was in 1975. It was eliminated from the curriculum following a narrow defeat of the budget and a subsequent budget reduction. We are exploring offering it again and investigating how the course can be implemented, including staffing, materials and training.
LEGISLATION
The Board approved a resolution requesting our legislators and Governor Corzine to amend Chapter 62 to eliminate the provision of a super-majority (60%) vote for school district special questions and restore the principle of “one person, one vote” in the State of New Jersey.
ANNOUNCEMENTS
Board Candidacy
Westfield residents interested in becoming a candidate for the Westfield Board of Education can obtain petitions at the Board Secretary’s office at 302 Elm Street. Petitions need to be signed and delivered to the Board Secretary, Robert Berman, by 4:00 PM Monday, February 25, 2008. The annual school election will be held April 15, 2008.
Schools Closed in Observance of Presidents’ Birthdays
The Westfield Public Schools will be closed Monday, February 18 and Tuesday, February 19, in observance of the birthdays of Presidents Washington and Lincoln. On Tuesday, February 19, teachers will report to school for staff in-service.
Intermediate Schools
Congratulations to Christopher Walsh and Nicholas Canavan, students at Roosevelt Intermediate School, for their acceptances into the 2008 Region II Intermediate Orchestra and Band. Chris was accepted into the Region II Intermediate Orchestra as first chair trumpet. His overall ranking was second out of forty-nine. Nick was accepted in the Region II Intermediate Band on clarinet. Both students are members of the RIS 8th Grade Concert Band Jazz Ensemble. Congratulations to the following students from Edison Intermediate School who were accepted into the 2008 Region II Band: Clayton Beyert, on Trumpet, Kevin Galasso, on Trombone, and David Verchick, French Horn. These four Edison violinists were accepted into the Region II Orchestra: Melissa Diep, Alexandra Tinfow, Cindy Xiao, and Francis Wong. Students compete each winter for placement into ensembles. If accepted, the students are offered an opportunity to perform with their peers from around the state. Region II is comprised of students from the central part of New Jersey.
Westfield High School
Congratulations to the WHS Model UN delegation, which won a record amount of awards and officer positions at the Model UN Conference in Hershey, PA. Among the awards was the distinguished Premier Delegation Award, presented to the one school that performs the best in all aspects of the conference. WHS Junior Daniel Morse was elected Secretary General for 2009, when he will be the student leader at the entire conference, overseeing all aspects of the event. Out of 190 countries represented by all the schools in attendance, Westfield’s “China” was selected to win the Superior Country award based upon debating skills and representation of that country by the WHS delegates. Since September, advisors Daniel Farabaugh and David Della Fera have helped the students prepare for the conference. The program is co-sponsored by the Westfield Y.
Next BOE Meeting – Tuesday, February 26, at which time the Board will continue its discussion of the 2008-09 school budget.

Importance of Early Identification of Learning Disabilities: Late Bloomers
Can Be At Risk for "Wilting"
A workshop designed for parents of pre-kindergarten through 2nd grade
students.
Presented By: Francie M. Matthews, Ph.D.
When: Wednesday, February 27th 2008 at 7:30 PM
Where: Edison Intermediate School, Library 800 Rahway Ave, Westfield
All parents know that children develop at different rates, but how do you
know when a developmental delay is actually a more enduring learning
difference? Research has consistently shown that the deleterious effects
of learning disabilities are best prevented when addressed before third
grade. Learn the early risk factors and how you can be proactive in your
child's early learning years.
Dr. Matthews is the director of Francie M. Matthews, Ph.D. & Assoc., a
private practice specializing in the diagnosis and prescriptive treatment

The Westfield High School Marching Band - Looking for New Members!
Marching Band is both a course earning you 1.5 credits per year, and an
extracurricular activity. Like other sports, a varsity letter is earned,
and you may qualify for a gym exemption during the band season.
Rehearsals start at the same time as fall sports, the second to last week

The marching band plays at all home and away football games both on the
field and in the stands. We also participate in many band competitions up
through about the second week in November. The band holds social events
including pre-competition dinners and parties that balance out the time
spent practicing our show, and provide time for socializing as a group.
Our spirit is also seen in town in the Halloween, Homecoming and Memorial
Day parades. Finally, we take an annual trip to perform at a festival to

Dear Parents,
At approximately 10:50 this morning, our school’s fire alarm was triggered due to one of the sensors getting wet from the excessive rain. Because this was not a planned drill, we needed to wait outside for the fire department to arrive at our school to clear us to re-enter the building. As a result, the children were outside for approximately 20 minutes. The children are all presently safe and accounted for. We are in the building and dry at this point, however, if you would like to bring a change of clothes for your child you may. Please drop them off at the office. If you have extra sweatshirts, etc and are willing to bring them in for other children’s use, you may drop those at the office as well.
The alarm has malfunctioned a few more times since the original mishap. Under the direction of the fire department, we did not bring the children outside each time, rather lined them up at the exits prepared to leave in the event of an emergency.
We hope to have the problem rectified shortly and to continue on with our day.
Thank you,
Robert J. Gardella Jr.

Hi --
At 11:00 this morning the NJ State Education Department released to the public the School Report Card. You can access the general site at http://education.state.nj.us/rc/rc07. You can look at information from other schools and districts. To access Washington School you can follow the link http://education.state.nj.us/rc/rc07/rcoptions.php?c=39;d=5730;s=150;lt=CD;st=CD
Dr. Dolan wrote to the principals: “You should be pleased that our schools fared well compared to the state averages.
The last page of all our school reports includes district information. You will notice that last year 88% of our total revenues came from local taxes, while the state average was 52%. As you know, this scenario again is the case in 2008-2009. It continues to frustrate me that the school funding plan promised tax relief, but Westfield will not experience that.
You will also notice that Westfield’s total cost per pupil (as well as several other costs) is lower than the State average. Westfield has a lot to be proud of…high achievement and fiscal conscience.”
I hope you will find this information helpful.
Andy Perry
PS I will leave it to you to work out the state’s motivation in releasing this information on Valentine’s Day J

February SNAC Tip of the Month
Healthy, Happy Hearts February is National Heart Health Month! Did you know childhood obesity is one of our nation’s leading health threats? Today, according to the American Heart Association, 11 million kids are overweight and an additional 13 million are at risk for being overweight. More kids are developing conditions and diseases that we would normally associate with adults—like high blood pressure, elevated cholesterol and type-2 diabetes—all of which are high risk factors for cardiovascular disease.
Enter nutrition: by carefully selecting healthy foods and maintaining a diet low in saturated fat, trans fat, cholesterol and sodium; and high in whole-grains, fiber, fruits, vegetables and fish, you can help your kids develop habits that will impact their heart health throughout their lives.
Top Ten Ways to Help Children Develop Healthy Habits
Be a positive role model.
Get the whole family active.
Limit TV, video game, and computer time.
Encourage physical activities your kids enjoy.
Be supportive.
Set goals and limits.
Don’t use food as a reward.
Make dinnertime a family time.
Make a game of reading food labels.
Stay involved.
For more on these tips and other great information to keep your whole family on a heart-healthy track, visit www.americanheart.org.
Try this heart-friendly snack at home (and make sure you let the kids help!): On one half of a whole wheat English muffin, spread low- or no-sodium tomato sauce. Sprinkle with low-fat mozzarella cheese. If the kids will go for it, offer several vegetables diced into small pieces (broccoli, different colored peppers, spinach, tomato) to add as toppings. Bake or toast in the toaster until cheese is melted and just starting to brown, about 5

Dear Parents,
As you know, every class will celebrate Valentine’s Day on Thursday
afternoon.
Class parties will be held from 1:30pm to 2:30pm. Each class will enjoy
snacks and activities.
If your child has any dietary restrictions, please remember to discuss
those restrictions with one of the Room Parents.
I have been asked to reconsider my request that children not exchange
candy on Valentine’s Day. I am happy to do so but ask for your support of
the following three guidelines.
1. If valentines and/or candies are being distributed by your child,
please make certain that every child in the class is included.
2. If your child plans to distribute candy, please limit the amount of
candy to one piece/small pack per child, given as a small token of
friendship.
3. Children will not be permitted to eat any candy until they arrive at
home.
I look forward to Thursday’s Valentine’s Day celebrations. Thanks in
advance for making this a fun and safe event for all of our students.
Sincerely,
Mike Cullen

Friday, Feb. 22nd – Pizza Day

The Washington School Store will be open on pizza day this Friday, February 8th. This is the final week for 1988 Fleer Baseball cards with a special price of 2 packs for $1.00! A message to all parents: The school store has been a wonderful opportunity for the children of Washington School. They are all learning how to make decisions and handle money and the 5th graders are using the store as a way to raise money to be donated at the end of the year. Please remember when you are shopping for your own home and office needs that STAPLES has donated a generous amount of supplies to the store.
St. Joseph’s Coat Drive
A “warm” thank you to everyone who donated gently used hat, gloves and coats to the Washington School Coat Drive to support St. Joseph’s of Elizabeth. We had such a great response, that we decided to take the first car load, almost a dozen large trash bags, over and not wait until February. The folks at St. Joseph’s and their clients were thrilled to see so many wonderful, warm coats. If you haven’t had a chance to bring in your donation and wish to, don’t worry, the box is in the lobby and we will be making another trip. Thank you to Bobbi Sgro for doing the drop off!
Save the date: Washington School Family Skate Night, Saturday, March 15th 6-8 pm, Warinanco Ice Skating Rink. More info to follow......Any questions, contact Michele Zahka: mzahka@speakeasy.net
Ghostwriter Show Business
Anyone interested in purchasing a DVD from this year’s 60th Anniversary Show, can do so by clicking on the link below: http://www.westfieldnjk12.org/education/dept/dept.php?sectionid=1328
Even if you signed up to purchase one during rehearsals, we are asking that you please fill out and submit the order form on the School Show website and send your check for $39 to Susan Cook by February 15th. DVDs should be available from the video company in approximately one month. We are only able to order DVDs that have been paid for. Checks should be made out to Washington School Show.
If anyone has receipts and needs reimbursement, please submit them to one of the Producers as soon as possible.
Finally, there are a number of ads that were placed and appeared in the Ghostwriter playbill that have NOT been paid for. We are anxious to “close out” our books and announce to the PTO and the entire Washington School Community just how successful this year’s Show was. Please help us to do this by paying for any ads, show tickets, after party or tee shirts that you owe for. Checks can be left in the office or given to one of the Producers. All checks should be made out to Washington School Show.

Hi Everyone,
We are so happy to report that the Pennies For Peace project has taken off
with a huge bang! As we understand, some classrooms are already filling
their second bottles with pennies.
GO TAMAQUES!!!
What this means is that we are in desperate need of more 1 liter plastic
bottles. Please keep on drinking that club soda so that we can continue
to have a place for our pennies.
Please deposit clean bottles in the bin outside the office.
Thank you all so much for you support!

Dear Parents/Guardians: February 7, 2008
It was brought to the attention of the Westfield High School Nurses on
February 6th that there have been two confirmed cases of MRSA (Methicillin
Resistant Staphylococcus Aureus) in the school. Both students have been
treated by a physician and cleared to return to school. The high school
has implemented aggressive cleaning and disinfecting protocols for all gym
and athletic equipment.
Parents/guardians are being asked to notify your family physician if a
suspicious looking skin rash or lesions is observed. MRSA infections in
the community are usually manifested as skin infections, such as pimples,
and boils and occur in otherwise healthy people. If after visiting your
physician the infection is not getting better after a few days, contact
him/her again. According to the school policy, a physician’s note is
required for an unexplained rash or draining sores in order to return to
school.
If you have any questions, please contact me or the Health Services
